ORDER

The opinion filed March 27, 1998, is amended as follows (page references being to the slip opinion):

(1) Page 2782, last full paragraph, line 2: Delete "substantive".

(2) Page 2782, last full paragraph, lines 3-6: Amend sentence to read:

In Bates, we upheld a California term limits initiative against the claim that the initiative "did not provide California voters with sufficient notice that the Proposition imposed lifetime limits" on officeholders.

(3) Page 2782, lines 1-7 from bottom: These two sentences are amended to read:

In Bates, the court dealt with whether voters had adequate notice of the substantive content of what they were voting on. The lack-of-notice argument asserted that federal courts could strike down voter initiatives whenever the voters did not receive sufficient notice to understand what they were voting for or against.

(4) Page 2783, line 1: Delete "substantive".
