          PETITION FOR WARRANT OR SUMMONS FOR OFFENDER UNDER SUPERVISION

         PETITIONING THE COURT To issue a warrant

         The probation officer believes that the offender has violated the following condition(s) of supervision:

         Violation Number Nature of Noncompliance

         1 Mandatory Condition # 2:

         You must not unlawfully possess a controlled substance, including marijuana, which remains illegal under federal law.

         Supporting Evidence:

         On February 23, 2017, Mr. Palmer violated his conditions of supervised release in Spokane, Washington, for introducing contraband into the Thomas S. Foley U.S. Courthouse. Mr. Palmer entered the Thomas S. Foley U.S. Courthouse on February 23, 2017, and was found to be in possession of marijuana and drug paraphernalia.

         2 Special Condition # 10:

         You shall abstain from the use of illegal controlled substances, and shall submit to urinalysis and sweat patch testing, as directed by the supervising officer, but no more than six tests per month, in order to confirm continued abstinence from these substances.

         Supporting Evidence:

         On or about March 1, 2017, Mr. Palmer violated his conditions of supervised release by using marijuana. Mr. Palmer reported to the probation office and submitted a random urinalysis test. The sample tested presumptive positive for marijuana and was sent to Alere Toxicology for ...
